Beatriz Alvarez Ferrero
Gender Equality and Human Rights Consultant
Gender consultant (including a human rights-based approach)

My professional career has allowed me to acquire extensive knowledge on development and gender policies throughout my more than 20 years of experience in public institutions (Spanish decentralized cooperation, Spanish Agency for International Development Cooperation - AECID and European Commission). I have strongly focused my work on exploring how to change institutional culture through the design of simple and practical tools (on gender mainstremiang and how to localise the SDGs) that allow the application of a gender perspective and a rights-based approach with a focus on the 2030 Agenda to the different instruments and modalities of development cooperation. I have contributed to strengthening the capacities of the gender focal points and other staff within AECID Field Offices and the Delegations of the European Union through quality support and control of projects identification and formulation. Furthermore, I have accompanied staff/institutions on how to advance towards the appropriation of their respective gender sectoral strategic documents and, in particular, the II and now III EU Gender Action Plan. Among others I am involved in several assigments with the European Commission on how to promote a more gender-responsive approach within the institution and projects. I hold a Law degree and a Master in European Studies from the College of Europe. I have obtained a Gender Equality Expert Degree by the Spanish Women's Institute and Autonomous University of Madrid.
